Bought a bikini top on eBay and dyed it with Rit dye using the stovetop method. Ran short on time, so I carefully painted in the stripes with a paintbrush using fabric paint. No stencil, so it's sloppy.
Haphazardly drew in the tattoo with a Crayola marker and fixed it with photoshop 8)
