Construction Details:

Top and pants are made of 4 way stretch metallic spandex. The stripes are painted on using a stamp method. shoes are heeled ankle boots with the heel painted green and boot covers that tuck into the pants (so it looks like shoepants!). Leg things, buckle, and chest piece are craft foam.
Wig is two wigs: the darker blue was hand-tied up into odango buns (You can look up tutorials on how to do this) with some hair left out, and wefts were cut out of the green wig. I tied the wefts into braids and hot glued the braids into the base wig. To attach the bangs, I shaved down the base wig bangs and hot glued the bangs in place.
