Ok, I always alter patterns, so instead of going to Joanns or your local fabric store, I would suggest going the

to find a pattern, I looked over the patterns myself and I would suggest...
Pattern Vogue 7978
The dress seems like a coat to me, how it it closed by the flap. I would take this coat pattern, and
greatly widen the area after the waistline to get that fullness in the skirt.
OR...
If you are unsure of that, then take a skirt pattern like Butterick's 4144 pattern of the poodle skirt, attach it (pin it) to the waistline of the skirt and then start cutting out the pieces.
The pattern might have some seams that are not on the costume, so attach those pieces and cut them as a whole.
Here are some tips for finding patterns...
-Most anime characters have sleeves, if your making a dress with sleeves try not to look at the evening and bridal section because most of their dresses seem to be sleeveless.
-Don't be afraid to mulitilate patterns to suit your purposes.
-Eventually you won't need patterns to make your costumes because you've made so many.
