New to ACP, not to Cosplaying

Greetings, fellow nerds! 
I've made a hand full of cosplays before, but am about to take on a more challenging project. Here is the inspiration photo for a Raven cosplay I plan to make:

Does anyone have any suggestions for how to make the cloak/wings, and also, base patterns that I can modify for the spaulders, or ideas on how to make the red gems?
