Psychonauts Gman Head?

Hey everyone, I'm planning on doing a Gman costume from Psychonauts, and I'm not quite sure how to go about making a head. I've never done any sort of mask that would cover the entire head before, and I plan on wearing a regular hat over it.
I was thinking about some some sort of wire frame mesh and then covering it with fabric and doing details, then cutting out some holes and putting in some red see through material (like plastic or something) for the eyes.
However, since I've never done this before, I'd definitely love some advice.
Any help?
