Making Epaulets?

Ok, So I'm making Juri from utena and she has those really weird circular epaulets on her shoulders. I was wondering how one would attempt to make one of those? I'm really lost if someone would please help me.

I've been recently working on Utena in her duelist form. What I did was use styrofoam as a base, then covered it in paperclay. After it air dried I sanded and painted it with arcylics. With the different shapes I've seen in styrofoam, I know that it can be possible to make it this way. It seems to work fine with me. I'm sure there are other methods, but this one was the one I only knew of and decided to do.
