borderlands cosply help

Hey everyone I'm new to cosplay and for my first big project I'm doing a gender-bent athena from borderlands the pre sequel I have an idea for armor and props I've done some small builds out of foam but its the outfit itself I'm struggling with I'm not sure how to make the clothes themselves any ideas or tips for the clothes or any other aspect of the build would be amazing
