New Policy on Costumes and Pics

Ok, we've been getting some costume submissions, but no pics to go with them. Just to let everybody know, if we don't receive the pics within a week when you submit them, we'll reject the costume, and you'll have to resubmit whenever you have the pics ready. Basically, I just want to avoid people putting in, "Oh I'm gonna do such and such costume" and then forget about it and let the entry just sit there.
