Use a peg or screw up through the mesh at the top of the hat into the fin. Glue in place.

The color is in the materials you use, specifically iridescent wrapping film, got in the gift wrap section of the craft store ;)

sounds like you need a big outdoor/ well ventilated work space. Fiberglass is awesome, but it is not something you should do in your kitchen. It has a steep learning curve due to the expense of the materials, it's rather toxic (absolutely must use a respirator-yes even outside it's that bad) and it ...
