PLEATS.
SO MANY PLEATS.
Otherwise a very simple, loose dress. I did have to double layer the torso since the fabric I chose was very thin (I went campy 70's stretch, just because I could), and hand sew the little gold accent to my stomach (surprisingly uncooperative, that thing was).
The pleats were done while watching Thumbelina. I had a can of spray starch, an iron, and a box full of pins, and I just folded and ironed two six foot long segments of fabric until they turned into what you see.
I bought a thick gold bangle from a local craft store and already owned the gold ring, again from the great aunt with a penchant for costume jewelry.

Currently incomplete; there is a small cape in the back that I did not put it because of time constraints.
Personal Thoughts:
So no one seems to cosplay Romana I! As soon as I saw her first dress in the Ribos Operation, I had to make it. I actually had wanted to do the second outfit she wears, which is the same dress with different hair and a massive fur coat, but I couldn't get my hair to curl enough so I decided for her very first variation.
