Commissioning a World of Warcraft costume

I'd be interested in commissioning a World of Warcraft costume. Specifically, a Frozen Shadoweave robe. A good screenshot is here:

I can provide more screenshots on request (particularly of the back and sides).

The requirements:

- It should be loose-fitting, as close to "one size fits all" as possible, as the model who will be wearing this has not been chosen yet. However, I can send reference measurements to base the design off of.
- It needs to be alterable in minor ways (ie, we may need to raise the hem or tuck the waist in a few inches after it's shipped). I have a local seamstress who can make minor modifications to the costume to fit.
- Obviously, the fit does not have to be "perfect."
- The bodice in the screenshot above looks rigid; it does not actually have to be. It can (and should) fit more like a robe.
- It does not have to be a precise recreation. You can take liberties with the accuracy, especially with some of the detail work around the sleeves.
- It does not have to be very high-quality fabric.

The event that this is for is scheduled for August 12.
