help please-- clueless trying to cosplay

This will be my second year cosplaying and i am trying to something that is unique. I am 5'9", dirty blonde, greenish- yellowish eyes, and skinny on the muscular side.

What about Tasha? She is one Goddess to be reckoned with. She appears in the video game Advance Wars: Days of Ruin. She is originally a orange haired girl but she has a blonde look for her.
The blonde changes are her scarf is blue and her goggles the trimmed part are shaded with blue hue like a turqouise color...
