Needing ideas for cosplay

I really need some ideas for who I could go cosplay as. I'm just under 5ft and a bit curvy, my hair is brown and purple at the moment and I have bangs. I was thinking Ryo-ohki in her half-human child form but I have no idea where to get a blue and black dress . So...any ideas?
