Me and my friends are making the original sailor scouts costumes for halloween/con but i have no idea how we would make the tiaras on there foreheads.
If any one has any ideas it would be greatly appreciated!! :D

Well... I'd personally suggest buying the tiara, but maybe I'm just not a real enough cosplayer? www.moonprism.com has amazing props, and her prices aren't bad either. But if you're really bound and determined to make one, I'd suggest using ribbon and glue-on jewels. It might not be the most accurate tiara ever, but it won't eat your forehead like some of the wider tiaras might either. Good luck. Blessed be.

or if you want to make it by yourself you can use foam+white glue+acrylic paint
