Do you have a picture of said bow. usually interfacing and Tulle work great but not for all projects.

Olde time Bow's were made from a Piano wire of a type strung across a timber.
The string was than grouped and finished with Fish organs that created a flexible glue.

If it's none functinal; Grab a 1x1 and set Cinder blocks at both ends, weigh down the center with belts and brick and water it like a garden. Get it soaking wet and apply more weight to certain roundness. When found LEAVE IT ALONE for a good 5 days to dry out. Get a finishing sander and smooth out the edges.

I just posted a tutorial about how to make pretied bows, maybe it would help?

The only difference I would recommend is that you make it a loop instead of a rectangle (flat) - that would give it the dimension that you need with this one :D
