Hello, I'm making this outfit too. For the hat, I used foam between cardboard. (It's called carton plume in french). It can be bended a bit.
I first drawn the pattern of the hat on a paper, real size and I reported it on the "carton plume", cut with a cutter. then I made another one. I bended the first part a bit, then I glued the second onthe top of the first, with hotglue and cyanolit. Then I cut the glue remains to make the edges flat.
The structure of the hat was then done.
the second part is to glue fabric onto the hat.you can use cyanolit, as well as hotglue and neoprene. Be careful if your fabric isn't thick enough, cyanolit will leave marks :/ That's why I glued the fabric only on places I new I would have to add bias, golden trim, appliques or anything that can hide glue marks.
Then the third part is to add the details, either by sewing them on gluing them.
