hello, all you nice people! i'm here again to ask about Peppita's hairdo.
i'd like to how i can make my hair stick out like that. my hair's the floppy, dead kind.

Well, if it was me, I'd try a combination of hair gel and teasing, but it might be best to wait for another opinion (I've never had long hair, and this is the longest my hair's ever been >_>; )

Tease, tease, tease.
Ever heard of backcombing? They use it on dreadlocks but believe me, your hair will be able to flatten back out. For the bangs, you backcomb your own hair until you get that sheer volume she does and for the pigtails, tease!
Hairspray with gel will produce that look.
