HELP!Sakura from Card Captors sewing thing!

for some reason I can't get this right! When I was making the skirt for my cosplay the ruffles went flat THE THING IS EVIL and i have no clue how to get it ruffly again! So if anyone ANYONE with some type of sewing smartness can help PLZ DO!!!!

Hi. Er, if you could post a picture or link to a picture of the Sakura outfit, that would help us give better suggestions. ^^;
As for the ruffles going flat, do you mean they sag instead of sticking out like a tutu, or do you mean that they went smooth instead of being wavy? Both can be fixed but require different steps so you need to specify. ^_^
