Darling in the Franxx - Boot help!

Hello! I am a cosplayer new to making shoes. I know it sounds silly, but I have no idea how to do it. I'm cosplaying 002 from Darling in the Franxx. I have everything made, but I need to make her boots. I'll insert a picture. Also, if anyone knows what kind of hat shes wearing in the first picture, that would be helpful as well. Thanks so much for the help! I appreciate it!

I would just buy some plain Sentai Boots, paint them, and add spats buttons on the sides.

Sentai Boots are made from faux-leather and black rubber. I guess the best way to go is a latex spray paint or perhaps acrylic art paint. But, then again I've never done this either.
