Having trouble with Goku outfit's 'folds'

I've been working on a goku (Dragon ball Z) cosplay and am wondering how i would go about recreating the folds or creases on the lower legs of his pants and lower torso and shoulders of his vest (seen in image linked to above). I want to have that look but would like it to hold that relative shape. Should I pin it?
