Dress Patterning

Hello! I'm starting a Flame Princess cosplay from AT (ref) and was wondering if anyone had any ideas for the dress pattern! How do you do the layering that this piece requires?

Not sure if it's past your date, but here's my advice. The underskirt part, I would make as a separate skirt entirely. The top, I would find a dress pattern where the bodice and skirt are one long pattern piece and modify the dress front to get the shape you are looking for. If you are talking about the red trim on the front, you should decide how wide you want that trim to be, then double it, and add an inch for a 1/2 inch seam allowance, cut, fold in 1/2 and iron. Sew one right side of the trim to the right side of the dress and press the trim down. Fold the trim under to the under side of the dress, sew trim with right side up.
