what kind of staff do you need?

Since most staves are very ornate, I suggest painted tubepipe. At your local Lowes, ^-~. For the adornments, Crayola Model Magics, white, with BLOPENS!! These are great for blending, shading, and come in awesome colors!!! Make sure the Model Magic has dried first, though.

this is easy peasy.

all I do is get some wrapping paper rolls, duct tape them all together and they look metal-y. Thats how I do it anyway.

I make my staffs out of lightweight wood or rods. I also use 3 different types of paints as well to get a certain type of blend. Model Magic or modeling clay works well for adornments, also finding craft jewels is good as well.
