Pleated skirt and sailor senshi boot HELP!

Im working on two costumes right now. Im doing a Dark Mercury costume and a Dokuro-chan costume. The Dark Mercury one is finished all save the boots. I have no idea on how to make them, or how to make boot covers or anything like that. The other problem is that Im working on a Dokuro-chan costume and its pretty simple, just a basic school girl uniform. The only problem that I have is that I dont know how to make a pleated skirt. I cant even find a pattern for one at the store (apparently they arent in style anymore). If anyone can help with either of these problems Id really really really appreciate it

I suggest just getting a pair of blue knee high boots and adding some material like felt as the design. here are a few boots onlie that are like under 50$ that i think would work.
