Sakuras star staff?

Hi! Im cosplaying Sakura from CCS 3rd opening and i have one problem. I dont know how to make the star staff... Do u have any ideas? At first i though that i could use two thin sticks and tape them together then cover them with paper and paint... I just dont know how to make that circle with star inside it and those little "wings" and how to attach it in the stick.
Does any one have ideas how to make it?

I would make the star first by drawing out the shape you want from cardboard and paper-mache it. Try foam tubes and bend it to the circle shape and cover it with another layer of paper mache *I suggest you use hot glue to attach the two together* As for the wings, try foam sheets and cut out the shape you want --> you could always add feathers to it if you want~
