I bought a skirt on the internet and found that it was too narow for a hoopskirt. Is there a way to add fabric to the skirt so it is big enough?

attach some to the seams. It may never be the same, but that's about al I have.

It depends on what kind of skirt it is. You could, like Sterling said, add a triangle (or trapezoid) of the same kind of fabric at the seam(s). Watch out for any grain or nap the fabric might have, so it doesn't look funny when you attatch it. If you attatch a trapezoid of fabric you'll have to gather the waist, and if you add a triangle you'll have to be careful to make sure all the edges get sewn down and it doesn't fray.
