Changes to Costumes Page + AC Plaza News

Just made a bunch of small additions to the Costumes page - I've brought back the cosplayer lists, and it's sorted between the membership levels and regions. Go take a look!
Also, AC Plaza stuff should be back up by the end of this weekend, keep your fingers crossed.
