Well for starters your best bet is to get a body suit and paint it, I'd look into to various Neon Genesis Evangelion cosplay tutorials because they have similar suits called plugsuits. I hate when you can't find the right paint/fabric. I REALLY hate when your super worried about a wig coming on time and then you get and your super happy just for the wig to be really crappy. Wow I'm sorry your first prop was damaged! I know how that feels and I also recommend that when you go to cons you bring a emergency fix bag that has simple things like glue/duck tape/basic sewing supplies/etc things that wouldn't be a permanent fix but would hold your cosplay together for the rest ...

Circus Doll has really good wigs and although they don't have a Sion wig they have white wigs that will work with some styling.
