yes. Any time you do a mascot suit you should add a fan. They get hot, muggy, and retain heat very well. Trust me for your own comfort and saftey get a fan.

You could Modify the Neo (Matrix) trench coat pattern that Simplicity carries in thier costume section. Basically cut back the lapels a touch and make a front panel with buttons, then modify the collar. Make a muslin mock first to make sure everything fits right cause vinyl can be mean to work with....

A wife beater or Goodwill shirt you can doctor, Shoes should be easy to find, then add strips of fabric that wrap over the shoe that you can put the studs on so you dont mess them up for good. Bands and disks you may want to look for constuction tutorials on the web.

you may want to look at simplicity patterns, Go to your local fabric store they often carry patterns. It may be just as simple to find a pattern for a blouse and pants set and just connect the 2.

Simplicity has some good costume patterns that would work. Look in their costume section and try the Chinese warrior or just look for something with the basic shapes and tweak it.

No problem. Just remember to use good material, linens or good cottons. You want something that breathes, looks nice and will hold up and cheap rarely works out well. Feel free to ask fro advice, there are plenty of us who are willing to help.

I want to say 200-225 for the full out fit akle pieces cuffs and studded belt or plain belt?

Well you can advertise in here at the Commissions page, or on other cosplay sites. Also remember to include a reference picture and always check a commissioners body of work. See if they have reviews and if it doesn't seem right don't do it.

ok I don't do wigs but got2bglued is a really good hairspray. Set up the wig on a head, spray and style. Do thin layers and makesure you give the spray time to set. Also trying looking for an online tutorial.

I would recoment a Matte Pleather. If you have seen FFAC it's not really shiny like Vynil, the movment looks like Pleather/leather. If you are going cloth look for sateen ( it has some strech to it, but a pleather would be top choice.)

ok which piece do you need help on? the shoulder gaurd (most people go with crafting foam) or the wrap around piece. Take measuements, mkae a mock and ajust from there.

A good light wool would add a classy taste but I know a lot of people use pleather or vinyl. As for patterns a slight modification to the Matrix coat (by Simplicity) or a Cosack/Preists frock would just as well.

you could buy those or

trace the ear shape you want , stitch the right sides facing eachother, turn inside out, insert a nice thick wire shaped like the ear and attatch to a headband.

pretty simple. Make the first layer one that fits you. The cut long long strips 6-8 inches wide and gather them as you sew them on. Remember work like shingles, start on the bottom and move up.

Ok for the vest find a corset pattern, something victorian (try the Historicals of Butterick and simplicity) don't add boning and tweak it to fit your form a little more (dont make it too tight, but do make a sturdy mock) add straps and there you go.

go to the formal or bridal section of a fabric store and there you should find lace fabric. If you can find some with strech even better. Cut to fit arms and stitch a seam add a little elastic at each end so it grips and tada!

for the leggins you can go with tights but for that dress I really say crepe backed satin. And remember this is your dress and there is a difference between EGL and what the creators had in mind. Don't worry you will be lovely.

Jas is right that's pvc you can look in JoAnns or other fabric stores for light wieght versions of that but test the strength of a small piece first. You can also try a Crepe Backed Satin, never go cheap or unlined you will want to kill yourself after working with it.
