Kenshin wears a hakama, http://folkwear.com/asian.html has a good pattern for a hakama pants. There's a lot of them on ebay for about 30.00 bucks.

For the pattern, try looking for an old victorian type costume. Hancocks and Joanns have random sells, so look out.

Try finding someone that has made an inuyasha costume and ask them what they did for theirs, All you'd have to do is make the sleeves smaller and more form fitting, same for the shorts. -Shrug- I don't know if this helped or not, but I tried.

Try googling mascot tutorials, or something like that. I don't really know how to go about making one myself. You could also look up fursuits and stuff. But some of those websites get kinda scary.

I heard you're really not supposed to buy contacts off the net. I know the eye doctor in wal*mart carries some FX contacts. You're eyes may not be able to take contacts, and there you can get your eyes checked and put in your order. I think the price is about 60$ per eye.

I really have no idea on how to strengthen Tulle. The first thing that popped into mind would be hairspray, but that would make the outfit sticky, and there could be a chance it won't even work. You could always test it. Or maybe...startch?

You could always experiment with excess fabric.

Naru from Love Hina, well anyone from Love Hina, and since it seems like you have a large group going, then if you stay together I'm sure you'll be recongized. Also the theif Rikku was pretty easy to make. Also, maybe Aerith, you could get a white sundress and dye it pink and add a small red jacket.
