here's what i did

in my opinion, what you should probably start out with, is the coat (the blue part). That's really the key part of the costume.
Then work your way to the shirt and shorts.
THEN you can worry about the bun cover and accessories (sp?).

this is the way i did it, if it helps you.

for the boots, i've noticed that people buy lace-up boots and just paint the bottom portion (the rubber/sole) red. I would probably look in the mens section in a shoe store (like payless) or go to where they would sell work shoes (like heavy boots) like mentioned above, the coat shouldn't be hard to...
