My friend actually made a collar for her little sister who was cosplaying as Sakura from CCS for Halloween...her school-outfit. I'm using that as a visual diagram.
The good thing about this collar is that I can use it on my Kirika costume too ^_^.

Okay, so I've been making and touching up a Japanese school-girl outfit for an upcoming convention. I also know for styling...something called Knox gelatin works very well. You can buy it in any grocery store in the baking section and its about $2 CAD for 4 packets.
