Theres a magazine called Gosurori that have many patterns in each one. I only have the one scanned but take a look thru the patterns and maybe youll find something. I know there a cute mini top hat there.

That IS a good method, Id just like to add that if you have acrylic pants (tole paints) theres stuff you can get to mix in it that makes it fabric paint. Its called textile medium. This is true! Sharpies are ok. I think a lot of ppl use eye liner too, I use diluted body acrylic. But I prefer to make the tattoos, because then the images is the same as the manga and I dont have to worry about screwing up. Its difficult to draw on onesself afterall.

I have seen someone use those thin cookie sheets they sell at the grocery store, the $2 ones. THey look really good, and it wont cut you because its just not strong enough. You do have to be carful about bending it once its OFF your head, but when on, it would look better than a pop can.

Check the section with cloth for making things for babies. There's usually really good stuff for plusies there. Like the knit fabrics, the really tight ones, they are great!

You can use the image there as an iron on or a stencil. Ive not got an image of the smaller cloud yet, sorries.

You could use an iron on. I have the swirl graphic on my site in with the iron ons, but I used it on the sleeves, not the vest.
