Get some sheer black fabric (for this project I recommend organza because it is stiff and will require few layers for that amount of poof). You really need to make a full-on corset for the top, that just has lacing in the back. You'll need to have a friend help you get into it when you want to wear the costume. Well, there is this one spiking gel made by ICE. It's hard to find it in different colors, but you could try to google for a place to buy it. I have had good results with styling the femme's bangs, but they were much longer, so I wasn't sure if it'd make much difference. Ah, too many costumes or something? Well, there are pictures now ^_^ He said he has to cut up three boxes to be able to fit it 0.o; I bet the people at the post office will go all twitchy over it. That is a good point. It's funny how you can get so good at the detailed stuff (like filling in parts) but then you think something easy like cutting bangs shouldn't be a problem. Unfortunately, for white or silver hair, it's very difficult to achieve using dyes. Most people I know will just go for the wig, given a choice. It will seriously damage your hair, if you do go with the bleaching. I would definitely have a professional do it. I have heard way too many horror stories...
