I don't know the extent of the painting you're trying to do, but maybe you could affix some solid, matching, opaque fabric either on the front or back of the veil, just in the areas you're trying to paint (like an applique?) so the paint will have something to stick to.

Wearing a wig if you have shoulder length hair isn't that bad at all, really. Just make sure you get a good wig cap and pin up your hair or put it in a couple of ponytails before you put on the wig cap, then the wig. Ace bandages are the best way to go. Since you say you don't have much to bind, you would only need one - and Shuichi's top is black? It wouldn't show up very well unless people are looking for it. If they are, you can punch them, as that's inappropriate.

To make a stencil, get a thin sheet of plastic (see-thru is nice, it helps you position it) and draw the design on it. Beauty supply stores (that sell extensions, etc) would have more natural wigs or wigs you can dye, though they may have a few "costume" wigs in crazy colours. Party supply stores might have something - but keep in mind the quality of wigs you find there will be pretty low.

Nope, you don't need any wire to make the ears. In fact, I don't think I've ever made a pair of cat ears (and I've made a few) that I put wire in for support.
