I'll give more in depth information in the future, but here is a quick draft of what I did for the dress:

I got a plain black bustier and added a black skirt to the bottom. I then went ahead and added the white ribbon trim to the bottom of the skirt.
The bustier itself didn't come with straps, so I removed the straps from an old bra and had to sew those on.
Then came the accents to make the bustier appear more corset-like. I used black grommet tape and some suede string to make a faux corset on the front of the bustier, and then I had to hand sew the black lace ribbon on the edge of the bra part of the bustier.
